Here is a worksheet that will help you develop and capture criteria for each step in the lifecycle. I’m surprised no one has created something like this already.

In doing a content audit, content strategists make recommendations for what action to take with existing content — but what are those recommendations based on? This worksheet transform qualitative, one-off evaluations into consistent criteria, enabling multiple people to audit content for a large site.
